1) Does the I-130 approval is based on PD or based on PD and country.?  No it's just based on PD

2) Your case don't go to NVC until the petition is approved by USCIS.

Yes you can apply 3 months before and I would say just wait 2-3 extra days to be safe and then mail your package by Sep 27th . I did the same and had no problem. As far as I know Filing date is actually the date when you have mailed the package so it should be the same date

My wife lives in another country and I have filed her I-130 for immigration. She have moved to a new address as they were living in a rental property now I am not sure how to update her new address with USCIS. Any information will really help

I have good income (above 50K) but I am self employed, also have some loans but good credit history. I want to sponsor my wife does these loans or being self employed can cause problems with I130 sponsor
