You don't NEED a congressman. But there was another case exactly like this recently where the couple had been waiting for the K-1 interview in Casablanca since January 2019. When they asked their congressman for help, the congressman reached out to the consulate on their behalf and they were finally assigned an interview date. Contacting a congressman is not a required step, but at this point It's something you might want to look into. It shouldn't cost you anything to contact them, though there is also no absolute guarentee that they will be able to help you.

How do you know Casa received this case?
Did you receive any emails saying the case was at the Casa embassy?
you need confirmation that Casa has the case to be able to schedule the dr appointment
and then you will need to get the 2 criminal reports
( obtain a Fiche Anthropometrique and a Casier Judiciaire from the Central Police station at their place of residence)
one of these does expire in 90 days 
they will more than likely ask for original birth certificate (also expires in 90 days)
so, you need to know the interview date
