I thought I would share this in case it happens to anyone.... My wife's petition was approved on 6/14/19 and received I797 approval notice. The letter stated petition was sent to NVC for processing. After about 4 weeks, I contacted NVC and I was told they hadn't received the petition and it could take up to 8 weeks. 8 weeks past and they never got the petition. It turned out USCIS "FORGOT" to sent the petition. NVC contacted USCIS and they finally mailed the petition on 8/22. Now I am in queue but lost 9 weeks for nothing.
Make sure you contact USCIS 2 - 3 Weeks after approved to make sure your petition is send to NVC. You may even ask for the batch # as they mail them in batches.
I thought my frustration with USCIS (Nebraska) ended when they approved our petition 12 months after we filed. I was wrong.
Just my 2 cents.....
