Residency and Citizenship are 2 different things.
Contact the PI consulate that has jurisdiction for where you live and apply to get your citizenship back.

You should apply for dual citizenship as returning filipino as there is less red tape being a filipino citizen. Regardless if you are opening a business you would want it in your name so no one else can pull the rug from out from under you.
