I did not change my last name on my Naturalization certificate when I petition my husband.  I filled all the forms with my husbands last name however, I changed my last name on my social security, DMV and passport.
 

Good afternoon. My wife also came on vwp and we just completed the aos process. 
It is impossible to add him on your insurance since he does not have a driver's license. But, if your purpose is to use it as an evidence for bona-fide nature of your marriage, you can add him to the TITLE.
We also purchased a car for her even though she cannot yet drive and does not/cannot have a drivers license yet. We registered the TITLE on her name and my name. We were not even asked for it at the interview and were approved on the spot after a few very basic questions.

This issue is mostly state related
But most states will not let you add someone to a car insurance without a driver's license OR a permit.
That doesn't make any sense insuring someone who does not have the ability to drive.
 
unfortunately, (also depending on the state), since he has overstayed, am not sure he qualifies for a permit either.
But once you file AOS, he might be able to use the NOA1 documents to get one (all state specific too).
