Correct. I have received the approval notice in the mail, and even today, the status still says "Case Was Received At Another USCIS Office".

I received a letter from DOS in which they Grant my waiver. It was addressed to USCIS, they sent a copy to my Embassy as well. But since then, I haven't received anything else. I called USCIS but I need the case number, and I don't have it. I am worried about it. So, in total there has been almost 6 months.
On the DS-3035, was your physical address different than your mailing address?
You should be getting your initial USCIS receipt by now. The alternative way to get your receipt number is through:
- Call USCIS - 1-800-375-5283
- Go to lost receipt number (Press 1-1-2-2)
- Mention that you filed I-612 form with the Vermont Service Center
- They will ask for your name, date of birth, address, etc. Make sure you give them the physical address that you have listed on the DS-3035 (not the mailing address)

He can put your address on the mailing address and the self-addressed envelope. (I would recommend getting the USPS Priority Flat-Rate Envelope with $7.35 stamp and tracking number.)
Please note that the USCIS might still send the final approval to his physical address.
For the statement of reason, if it's a no-objection case, it almost doesn't matter. Getting the K-1 visa is a valid reason.

My N-400 journey is coming to an end. I have been tracking the progress of Seattle/Yakima/Portland offices, and I just want to drop this graph off for anyone who has applied in the first half of 2019.
- Seattle interview wait time has been steadily decreasing. You can read the projected wait time from the graph to get a better approximation for your N-400 interview.
- I live in Bellevue, but my interview is still in Seattle. I believe they only transfer some of the applications to Yakima, not all.

As a Canadian citizen, you do not need to obtain a visa for J-1. You can enter the U.S. with the J-1 status by just presenting the DS-2019 paper along with the training plan.

We have just received the physical DOS favorable recommendation letter, and it says at the bottom that the letter is also sent to
- Your country's embassy
- All of your program sponsors
- You
So, they will all be notified of your waiver favorable recommendation.

For DOS, there are no additional fees beyond the initial fees at the beginning of the process. Your embassy may charge some fees to produce the no objection statement. Overall, it's up to you.

You should follow up with your country's embassy. On the initial DS-3035 packet, there is a barcode page that needs to be sent to your embassy. Make sure that they have received that page along with any necessary documentations that your embassy needs.

We have just got favorable recommendation for a simple no-objection letter case. Here is our DOS timeline.
2019-05-19 - Generated DS-3035 packet
2019-05-24 - Dropped USPS Priority flat rate envelope package off
2019-05-26 - USPS Package got delivered to the PO Box
2019-05-29 - Money Order was cashed
2019-06-19 - DOS status page showed items received
2019-10-03 - Embassy sent the no objection letter
2019-10-20 - No objection statement received
2019-11-05 - Favorable Recommendation sent to USCIS

This has nothing to do with J1 waiver. This is related to filing I-130 and I-485 concurrently, so you should send both I-130 and I-485 in the same package. See https://www.uscis.gov/greencard/concurrent-filing-form-i-485
If you have already sent I-130, then you will need to attach the I-130 approval or receipt notice with the I-485 form.

For your marriage status, you may want to update your sponsor since it may affect your health insurance and/or income tax withholding.
For adjustment of status, you don't really need to update anyone since your J1 visa is still valid. Once you have received EAD, then you may inform them to update I-9 (Employment Eligibility Verification).
For the J1 waiver, you don't really have to notify the program sponsor unless your sponsor needs to be involved in the waiver process (e.g. government sponsored).
As far as the adjustment of status process, you just need either the DOS favorable recommendation letter OR the final USCIS I-612 approval notice. You will be receiving the DOS favorable recommendation letter first. Based on your timeline, I would expect you to received it within the next 1.5 months.

Imagine having some random people creating barcodes with some random numbers and names. To me, generating barcode is just a way to help filing the forms. Without submitting the form and the processing fee, they won't start looking at anything related to your file.

That's correct. You should only file the J1 waiver after your last J1 Visa.

The visa interview scheduling procedure at the U.S. embassy/consulate is different from country to country. I'd recommend contacting them directly for more info and/or expediting your interview if none is available before your program start date.

If you haven't sent anything, then you can just reuse the same barcode and everything. Why do you feel that you have to wait to send it later? You don't need to be in the U.S. to file for the waiver. You don't need to have the no-objection letter ready right away (our embassy took months to produce the letter).
It doesn't hurt to send it now.

Based on the wait time, the person is likely to have an interview in Seattle. Portland has already processed application filed in January 2019.

You will get the Certificate of Naturalization at the oath ceremony, and you can apply for the US passport on the next day. You can get the passport as quickly as on the same day if you have a proof of urgent travel. Follow the chart at https://travel.state.gov/content/travel/en/passports/how-apply/where-to-apply.html to see where and which category you will need to apply.
