If you were married before December 31, 2018, you husband MUST have submitted his taxes as either "married filing jointly" or "married filing separately". If you were married after December 31, 2018, he will file "Single". If married before, your husband should have filled out a form for a Temporary Tax Identification Number for you and submitted it with his tax forms if "married filing jointly". (You cannot do this electronically. It must be filed by mail.) This will give you problems as you cannot file single if you are married. He needs to file an amendment right away for his taxes, or even better, pay the $100 to talk to a tax attorney or accountant.
My wife is also out of the country and we filed "jointly". We had to fill out a form for a Tax Identification Number and send it to the IRS stapled with my Federal Return.

8 weeks is the standard answer. None of us imagined waiting for a case number...believe me. I was looking at other people and I was estimating about 5 weeks as similar profiles and hoping for this week. It happened. Keep strong and keep carrying on!!!

Received the NVC case number today. 34 days to get NVC case number after they received. Was lucky enough to be able to log onto CEAC and pay both AOS and IV fees today as well.
One small step forward. Amazing how good it feels to just get a case number!

And, since you already have a new passport with your married name, you now know that you can start filling out NVC paperwork and the AOS with your married name. (Do note that some consulates will ask for a Police Certificate in your maiden and married name. Please check)

Interesting that you should ask. When we got married in Odessa and the authority there indicated that she would have to change her name in 30 days? We found that not to be true and she could change it at any time. She wished to change her name, but we know that if she has her passport, visa and green card all issued in her maiden name, changing after that would be a lengthy hassle as well as she would need to be in Ukraine to make the passport change.
To answer how long the process took? She has an appointment for her "name change" form and State Passport ID change on April 9, 2019. She made the appointment on March 25. Scheduling fills up quickly, so she had to sit by the computer at 12:00am for the website to refresh for the new day to get an appointment. I'm not sure how long it will be until she gets her new State Passport ID after going to the appointment or how long it will be to get the International Passport afterwards.

Then I called everywhere else, doctor's, insurance, tax, etc. and changed my name officially on all documents. That way, when I later apply for a police certificate, etc. it will all be in the new name.

This was the letter I received from the US Consulate:
Dear Mr. XXXXXXXXXXX,
Since your wife does not have a new passport yet and delay in DS-260 submission would delay her interview, she may complete the DS-260 form in her maiden name, listing her new last name in aliases for now. Once she has a new passport, she should send a copy to the processing agency (NVC or the Embassy, if the case would be here by then) with the request to update her DS-260. We may unlock it for corrections at any time.
We hope this is helpful.

There is a place on DS-260 to put her maiden name - right after Surname & Given name I believe. It will ask if she ever used other names - i.e maiden, religious and etc..

My wife has her maiden name on our marriage certificate. My wife has to go get a "name change" form and get a new State Passport ID. After the new State Passport ID, she can then go get the International Passport. She had to make an appointment to fill out the "name change" form and new State Passport ID at dmsu.gov.ua. You cannot find the form online and submit it. You have to go in person.

Would you please give some assistance with a question regarding our situation? The NVC hasn’t been able to respond. Although there are many threads here, there isn't any certainty.
We have been approved through USCIS and are now waiting for the NVC welcome
letter. All of the paperwork with the I-130 has been filled out with my
wife's maiden name. She will be getting a new Ukrainian passport soon and
will be changing her current name to her married name. We haven't started
the DS-260 yet and she doesn't have the new passport with her married name
to make a photocopy for the required documents submission.
Should we fill out the DS-260 with her married name?
Should we continue using her maiden name and wait until the interview at the
consulate to show the new passport and then have the name changed at that point?
If the DS-260 doesn't have her married name, will we run into some problems
at the interview when she presents her new passport?
Any advice would be helpful.

Some advice needed as calling the NVC didn't help at all.
Our situation: We have been approved through USCIS and now waiting for the NVC case number. All of the paperwork with I-130 has been filled out with my wife's maiden name. She will be getting a new passport soon and will be changing her name to her married name. We haven't started the DS-260 yet and she doesn't have the new passport to make a photocopy for the required documents. Should we fill out the DS-260 with her married name? Letters of support carry little weight. Why bother? We got married in Ukraine and a few days later applied for I-130. See my signature below for sequence of events. US consulate in Kiev is rather easy.
Although I am envious of your quick process, having a lack of bona fide other than receipts, travel and photos, letters have more weight than I would want since our courtship was fairly brief.
USCIS wouldn't ask for this information unless they carry some weight.

As many have experienced, sending mail from overseas can be a chore and lengthy, as well as unreliable. I have letters of support from friends and family of my wife and obtaining the originals would be a risk. The mail system there is pathetic. I will be sending in the original translations, but will sending a copy of their letter be accepted? (I am sending an 1-130 for my wife in Ukraine who has never been to the USA )

I received a phone call back from USCIS and spoke with an officer. He stated that I should put the name of the city listed on the Birth Certificate on the form and then put the some information, such as an article or other document, that states the name official name change and attach it to the form. He was fairly adamant about this. I found a Wikipedia article that had the exact date when the city changed it's name and attached it to the forms.
Seems like a lot of hassle for something that should be common sense, but they apparently don't want to be in the position of "figuring it out".

My wife's city of birth changed its name a couple years ago. So, the birth certificate city of birth is not the same as the current. Should I put the current city name and the old name in parenthesis next to it on the I-130 form when it asks for her city of birth?

I am about to send in my I-130 petition for my wife in Ukraine. Is there any advantage to signing up to the USCIS online site BEFORE we submit the petition?
I just don't want to be in a position of signing up for an account and then have them assign another.

Don't worry about it. Seriously. You have done the right thing by keeping the consistency you already have done. When filling out the DS-260, keep what is written in the passport because that is where you will have the visa. If you have already gone through the USCIS stage and it is approved, you already know you have done well.
If you have any concerns, don't hesitate to contact the embassy directly. (That is if you are filing for spouse overseas) NVC may not be helpful with this kind of question.
Your doing the right thing by asking questions here at Visa Journey. It guided me through my entire process.
