Don't know what a temporary marriage certificate is ..  You have the original certificate, that you both signed? (but DO NOT send that to USCIS), you take that down to the county to have it recorded and you request certified copies < this is what USCIS requests with the I-485,   Item 6. page 10 of the instructions  https://www.uscis.gov/sites/default/files/files/form/i-485instr.pdf

"  you generally must submit a photocopy of your marriage certificate issued by the appropriate civil authority (This would be the certified copy) where the marriage took place."

You can't file the I-485 until you have certified copies of your marriage certificate.
  3. Thanks

No, an NBI is NOT needed for your child, neither is a CENOMAR.

Do read the requirements list for the embassy, STEP 5 is the checklist:

    https://ph.usembassy.gov/visas/immigrant-visas/fiancee-visa/the-interview/

POLICE REPORT. Applicants aged 16 years and older must have a valid Philippine police (NBI) clearance from the National Bureau of Investigation (NBI). For immigration purposes, an NBI clearance is valid for one year from the date of issuance.

As an added note.  For CFO later, your child only needs to be registered to get the sticker in the passport.
