If your spouse is overseas, Form I-130A must still be completed, but your spouse does not have to sign Form I-130A. Form I-130A must be submitted with Form I-130"

That’s forgery. I’m surprised you only got an RFE and not any more trouble. You’ll have to do what you should have done in the first place: every form that requires your signature you need to fill out and sign then mail them to your husband where he will then sign and send it to USCIS. I advise you not to be cheap and choose something like UPS or FedEx or you will add months to your wait.
