    if you've never been declared legally incompetent (by a judge) and haven't been in a mental institution (you haven't), the answer is a simple NO. 
    Don't stop your counseling sessions! Being treated for PTSD or being treated for any other physical affliction have no bearing on your eligibility for citizenship.

    Based on what you posted, I would say you could legally and correctly answer "No".

    1) You have to notify the USCIS with your new address within 10 days of your move, regardless of what you think is faster processing time. You have to report you new address so you don't miss any important mail.
    2)You need to file a change of address within 10 days of your move to the new address. you do that by filling form AR-11 online. If you track your case online, you'll find the link for changing the address.
    3)The government shutdown has nothing to do with processing cases, plus the government is open for now.
    4) I don't know about San Francisco, but normally it takes a year, give or take.
