Your primary and secondary lists are very strong. My lawyer previously mentioned that for situations such as yours, where there are no joint accounts and each individual pays for different things; one can enumerate those in a succinct cover letter accompanying your RFE. A strong indication of shared liabilities is you listing your wife as a beneficiary in your retirement and insurance policies. That's very strong. Of course, looking back, it may have saved you from this RFE if you sent those at the outset, but moving on.
Your "second wave" of evidence is excellent. I would imagine it would satisfy the adjudicator in your case. The opening of your joint account is a good idea and it will not hurt if you send that as evidence in the shared assets.
Also, your pilgrimage to Israel is also an excellent form of evidence. Who paid for that trip? Was it paid separately by the two of you? If you (or she) bought it, that can also be used. If you paid for it each for yourselves, that's OK too. If you have the boarding cards or itinerary for that trip, include those as well. If you have photos of that trip, I would include it.
Additionally, the affidavit from your friend should prove helpful and give the adjudicator some insight into your personal relationship with your spouse. And finally, as a side note. The lawyer I consulted with, who was once an INS adjudicator, advised (and verified when I read the AFM ("Adjudicator's Field Manual")) me that one factor in the denial of an ROC case is that it presented clear compelling evidence that the marriage was entered to gain immigration benefits - solely. So, I wouldn't worry too much about it. Just get that second wave of evidence to them as soon as practicable.

I751. That is really weird. Is your name unique as well or do you think maybe it could be similar to a lot of other people.

Yes, good point. I guess if the name is common, there could be a delay. I'm hoping for a speedy decision in the affirmative for you!

I received following response to my service request
“The processing of your case has been delayed. A check of our records establishes that your case is not yet ready for decision, as the required investigation into your background remains open.
Until the background investigation is complete, we cannot move forward on your case. These background checks are required to be completed on all applicants who apply for the immigration benefits you are seeking. We will make every effort to make a decision on this case as soon as the background checks are complete. If you do not receive a decision or other notice of action from us within 6 months of this letter, please contact customer service at the number provided below.”
I have following questions, if you have some more info about these
1) Does that mean that USCIS has not examined the facts of my case?
2) Is this purely a criminal background check like—finger print, name check, Interagency Border Inspection Services (IBIS) check?
Also wondering if someone has received a similar kind of response to their service request? My understanding is that USCIS sent all these responses based on typical templates, but not based on individual case.
Hmm. Sheesh, I do hope that they will make it a speedy decision for your sake. I've never received a letter like this during AOS and ROC. The letter is at least very clear which isn't really much comfort because the window limit is 6-months; not very convenient at all!
I would just revel right now that you are still a permanent resident and wait it out. I know it's easier to say that than anything, especially since mine went smoothly. But, with respect to the timeline, there isn't much you can do to speed it up. I' praying it hastens for you! Be positive and we're here for you.

Good luck on your ROC! The bottom of my signature has all the stuff I sent. As V33K mentioned, it appears USCIS doesn't mind if they are not notarized. I sent many and none were notarized. My lawyer just mentioned that they should have something in the bottom that says: "Singed Under Penalty of Perjury".

When I had my AOS interview, the officer stamped my passport without me asking. I was adjusted in Fairfax, VA. Check my signature for a link to my review. As for dressing, our lawyer told us not to be too formal. "Smart-casual" is how he used to describe it. Best of luck to you both.

Hey guys,
Just got home from Canada. No issues. CBP asked for my passport though which was weird. Because I only require my I-551. He made fun of me because I said it was 45 degrees Celsius in AZ and he said. Your coming back to America. say it in F!!!! and I said okay okay. 110ish. Overall. was very nice guy. Stamped my passport with Class until ARC (Alien Registration Card)
Hope you were energized from your trip home! Glad it went smoothly.

What burns the buns is that the beneficiary has to *pay for their mistake? Egads. Something not very fair about that scenario.

I'm so sorry you have to endure this. I cannot imagine that you have to pay for *their mistake. I'm so sorry for this! Proof I can think of:
1. birth certificate;
2. passport ident page;
3. conditional greencard;
4. marriage certificate; and
5. photos.

Your evidence looks excellent. It could be a background check issue, maybe? I would suggest making an INFOPASS appointment if you're outside of the target window, which you now are. Let us know.

Wow, that certainly is a long time waiting. It appears you've done all you can do by contacting your congressional representative and now, the USCIS Ombudsman. Not sure if there is anything out of that you can do.
A couple of things I can think of that may be delaying your application is:
1, security and background check
2, or they may have misplaced your file
I'm hoping it's none of those so you guys can get your lives in order.
