Seems the IRS only provides proof that he did not file but not that he is not required to file...

Thanks for all the help provided. My friend re uploaded the the letter that her husband wrote explaining  why he did not file taxes and the 1099 from social security she also send the same documents  with an explanation  in an email to the embassy. She had her interview on December  16th and was approved. Her visa was  issued the next day.

he needs the letter from IRS saying he did not file

look for info on IRS site

and he will probably be asked to get a joint sponsor as SSDI is not a lot to live on and he can not add spouse to his health care insurance as he gets medicare

Thanks but he already have a joint sponsor.  He wrote a letter outlining why he didn't  file. I have never heard about a letter from irs.

Hi can you help me for this......
my husband went for interview everything went good but my income was low in 2018 so he didn’t get visa consular asked for joint income but I didn’t find anyone so I filled my 2019 tax returns and  my income is 40k in 2019 do I still need joint sponsor or I’m good to go with my income? Please help thank you

Usually you should give exactly  what  the CO asked for. If you are unable to get a joint sponsor not only should you send the 2019 tax return/ tax transcript  but you can also send  2020 playslips.

OP said that the sponsor was her aunt.

You have to have a lot of patience  with  this  process. My friend  had her interview on August 14th and  during  the interview the CO realized that the doctor made a mistake  with her medical. The Co called the doctor and the corrected medical was emailed to the embassy  the next day, her case is also saying refused  and has been updated once. She is also still waiting.

I don't see it say anywhere that it makes me ineligible. So I am not entirely sure.

Regardless, is there anything I can do to expedite the delivery of the SSN while being in my home country?

At present there are limited appointments  for SS cards. To be eligible  you must have a valid job offer in writing  or some medical issue. They only issue only under these circumstances with an in person interview .
