I have known Janine for nearly 30 years. We met back in Florida in the 80's and I have loved her ever since. Over the past three years she has come out to see me on four separate occasions and we have been engaged for a year. We filed our application at in May and sent in a completed RFE a little over 2 weeks ago. We thought everything was going to be fine. We both are single, healthy and with no records. We have hundreds of photo's of us together along with copies of Passport stamps and other proof that we have met and know each other. Yet...about an hour ago I received a text from USCIS saying that our application had been denied. I can't think of any reason why they would deny us and won't know the reason till I am able to get a tier two supervisor on the phone in the morning. We are both gutted and just so tired of the waiting and now it seems we will have to start all over again or appeal. heartbreaking.
Sorry to hear that. What was your RFE about? I have a friend who is an immigration lawyer I can ask advice for you. Once again sorry.

You were denied the N400 the first time for being outside the USA for over a year, therefore not fulfilling the continuous presence requirement.
You were denied the N400 the second time for being outside the USA more than the allotted days allowed, therefore not fulfilling the physical presence requirement.
When you apply for the N400 the third time, expect continued scrutiny on the continuous/physical presence aspect of your application...especially since USCIS will be aware of two previous denials under your belt.
This person is ignoring US Immigration laws and is shifting blame to USCIS. He needs to stay in USA for what is required amount of time. Some of us stayed 10 years before we could go back to our original countries for visit and he cannot do 3? If I were the Immigration work I would follow the Immigration laws and deny him the citizenship. How does he file his taxes? Uncle Sam needs some money from him.

His brother and uncle wrote that they were present at our engagement ceremony but my parents didn't write a letter, no. Also we didn't send any thing of us communicating bc we both ended up breaking our phones and losing proof.
That it is the problem. You need her parents and yours parents letters if they are still alive. And now that you have new phone, send some communication proof

He gave me a ring yes, we met through family forever ago and yes we both wrote letters. He's the beneficiary.
Sounds like you have everything. Did your parents wrote a letter for you yet? Or any close member of your family? Did you sent at least 15 pages of your continuing communication?

Request for evidence of our relationship. We sent in letters more pictures and 2 other people sent letters as witnesses to our relationship.
Did both of you write a letter of intent to marry in 90 days? How did you 2 meet? Did you give her an engagement ring?

What was your RFE about? Some REF,s are easy to process while others take more time

It appears that this person does not want to reside in the United States. After all, he/she resided out of country for more than 50% of the time. So why waste the time becoming a US citizen? As a CO I would be suspicious of this activity.
He is playing with the US Immingration. He soon will find out

It is important for you to become a United States citizen, please stay in US for all required time. Next time you apply it may be the same case then you green card will expired and you will be denied a renewal and you will be removed from US. Be careful and get a lawyer

One thing the Immigration does not tell you is that not all Embassies/Consulates process K1 fiance(e) Visa. I just found out after I have already sent my package. In my case US consulate in Burundi does not process that mind of visa. You have to travel to Tanzania or Kenya. So I am waiting for sure an RFE that will add more time to my waiting time.

Go to your bank and cancel the money order and get a new note of money order and send it to the right address

Also I have another question, what if the petitioner does not have a passport and submitted only their birth certificate? I'm sure the instructions said any of the listed which included a passport as well as a birth certificate.
Can you prove to the Immigration that you two met in two years? No passport? What documents did he/she use to visit you?
