No, not all of them require it. Or, more specifically, not all COs require it. Manila COs have not been requesting them very often recently (last couple years). You should still have one ready to go in case they ask, but it's possible they will not ask for it. The I-134 is not legally binding, so it doesn't have a whole lot of meaning to many COs in certain countries. The I-864 is the one where it gets serious because it is legally binding.

Update  My interview was last 02/23 and my visa got issued 02/24.. and just today I have my visa delivered.  
 
According to my research visa gets delivered faster if you choose to pick them up in the 2go center in mall of asia.

BTW my case got approved 5 days ago on the 22nd of february and I recieved the hard copy of the NOA2 in the mail today

I am very happy for everyone who's gotten their second notice. No that's not true. I am stoked you've received them. I am feeling a little dejected and discouraged I haven't received ours yet. The frustrating thing is I haven't waited as long as half of you have, not even 3 months yet although it's close to 3. 
I was honestly expecting to have everything completed in that 4-6 month window. 
I think I'm just feeling sorry for myself and my fiancé and I hate that. I am normally a very upbeat person. I am hoping expressing this has some cathartic effect. Please don't flame me if you've waited a lot longer. Or maybe I need to be told to suck it up. It's been a crappy week at work. Responded to a rescue of a lady who miscarried and the fetus was hanging out of her. Nothing we could do it wasn't viable yet. And I can't come home and tell her and shut it out until I go back on duty. 
Thanks for letting me vent. Hitting the hay 0400 comes early. Maybe next week will be our week.

Today I am hoping to hear good news my dog of ten years passed away I'm heartbroken but I pray to god to hear soon something good to make me happy and my cousin passed away to two days ago please god let me hear something good Im sorry had to vent ??

Oh! My VJ timeline for NOA2 has moved from Feb 23 to Feb 24, so I'll let myself get my hopes up again today.  I so hope it happens before the weekend!

I just checked the status of my visa and its showing that its been ISSUED. Hope to hear from the courier next week. 

We got approved today!!! I am so happy!! This is our 90th day I was starting to loose so much faith of hearing anything soon. I cannot wait for my fiance to wake up to the news! 
I see many of you got approved today too! That also makes me so happy.

My VJ timeline estimates NOA2 should be Feb 20 - Feb 23.  I know it's unlikely that it will be completely accurate.... but every time my phone alerts today my heart leaps!

Thank you for all the encouragement and quick response to my questions. We met in January of 2016. I saw my husband and he saw his wife at first sight. I was living as a missionary overseas and had to leave after 18 days to move to my 8th of 9 countries in ONE year. We were apart for 10 months and he proposed on Thanksgiving night. Since then I've visited him for one week every month as a teacher. It has been our prayer to marry on April 2nd, and we realize it would take a miracle, but desire to marry here no matter what. These posts are so encouraging. We have had several people offer to help us and  almost did the 90 Day Fiancé TV show, but the next filming slot is sometime in June and this process seems to be going faster than anyone expected, so we decided against it for now. Like you, we have met the one we want to spend the rest of our life with, so we are ready for the rest of our life to start  I prayed for record breaking productivity for the month of January and I'm loving celebrating all these approvals.
