It took a long time, but we eventually did. We got an oath ceremony letter for a date in February, but we weren't able to make it, so asked for it to be rescheduled. This was a mistake, as the next oath ceremony we got was in September. It's just a lot of waiting, USCIS is terrible.

Depends on the availability of oath ceremonies. Not sure how often Baltimore holds oath ceremonies but check the upcoming oath ceremony dates on your district court website, they are available to public. They would schedule yours to one of those dates.

I did but it took about 2 weeks or so for the letter to appear online. Then I also received it in the mail.

Well they have been discussing a bill that would begin to cut out certain family based petitions other than spouses and children. I do not think it is in affect yet; but it probably will be soon; but at this point you should be able to start.

I sincerely doubt they will get rid of the parent category entirely. Siblings perhaps. But the bill that was introduced is one of many regarding immigration changes, and is one of the more extreme. It's not likely that one could get through the House and Senate. This happens at the start of each new Congress (every two years when the new configuration of the House convenes)-- a flurry of bills, many of them similar, all get sent to committees and then the committee sorts through them, votes on them to bring to the full House. There are real and good reasons the parent category exists (the siblings, I've got to say, I've never totally understood), and I don't think that a bill that removes that immigration category even makes it out of committee. I'm not an expert, and I've been wrong before (and recently) but from what I've read, mainstream republicans find the proposal absurd.

Now, they ARE interested in limiting "family chain migration" so I could easily see the sibling category going away, and perhaps some attempting some sort of limit like "if you become a naturalized citizen through a naturalized citizen, you can't petition a relative" (likely not constitutional).

Soon in immigration speak is not soon in the normal world.

    If it happens.

    Two things:
Even if you have submit service request, still you can set up infopass appointment and inquire about your case. Talking in person gives much better relief than waiting for weeks. Usually it takes weeks to get the response from USCIS via mail.

    1) First theory: i think your online status says that the oath letter has been already mailed on Jan 17th, correct? if so it would be highly unlikely that the mail will take a month to deliver to your place. Either the letter has never been mailed or it got lost. Unless you want to wait, i would make Infopass appointment and find out whether the Oath letter has been mailed or not.

    2) Second theory is: your oath letter hasn't been mailed out to you yet. Some reason online status changed that the oath letter is mailed on Jan 17th. If this theory is correct, then you probably might want to wait until 6 weeks.

Usually, if you don't receive USCIS correspondence  after 30 days of their notice, you should contact them. So you have little over a week before you go to the local service office and inquire the status of the oath letter.

Did you ask why online status says the letter has been mailed out yet your online account doesn't have the letter uploaded yet with USCIS support person?
