    To answer your questions and share our experience:
     
    1. No need to wait until your record shows up in the SAVE database. We foolishly waited. Nothing in the database after 2 weeks. We went anyway to the SS office (with the printed out electronic I-94), and got his social security card in the mail in 4 days.
     
    2. Marriage probably makes no difference, though we went after our civil wedding.
     
    3. The SS office makes copies of documents and does not keep any original.
     
    4. Yes. Also: once you have a SS number you can apply for credit cards. But to add anyone as an authorized user to your credit card, you don't actually need his SS number.

    The SAVE Case check that you yourself can do online doesn't check the SAVE database it checks the progress of any inquiry made by an agency to the SAVE database. Until you apply at the SSO nothing will show up there.

    To update with what we (OP) experienced:
    Arrived to US Friday evening on K1 visa.
    Monday morning went to SS office with I-94 printout, passport, birth certificate (which was not even look at) and had no problem.
    received social security card in mail that Friday!!!

    This is quickly becoming something that's none of my business, but what is your fiance's ex girlfriend doing with his phone, or in a position to have access to it? It sounds like something beyond your knowledge is going on here. Either he's way too close with his ex, or he's not being honest with you and cancelled it himself.

    Good day,
     
    After reading a lot here, this is what I did.
     
    Once my status says READY on the CEAC, using my MTL# I sent my PACKET 3 as I gathered all the required paperwork as I was waiting. (You can get packet 3 from the consulate website.)
    So in my case I sent on Feb 23, and received packet 4 (email) on Feb 27.
    So you can sent your packet 3 before you actually receive it. I would recommend not to pay until you receive packet 4, but once you get packet 4 pay all fees and book your appointment
     
    I hope this will help you a little, as of yesterday they still had availability every Wednesday from March 22 up to April 26.
