Then don't include previous years. Most people include previous years if something happened in the latest year which brings their income down and previous years show higher consistent income. Others include it as optional just to show strong finances over time and to further establish financial stability.
You only HAVE TO include previous years IF you believe it will help in your case to establish strong financial evidence to satisfy the requirements. Does their income reported in the latest tax year meet and/or exceed the 125% of poverty line? Are you also using assets to qualify? If their income in the latest tax year + assets barely meets the poverty line, they may be required to present previous years in which case you should also prepare to explain why they have not filed (refer to the IRS Tax Transcript description within the "Obtain Financial Evidence section for details on what they need to do).
For reference. the I-864 sponsor MUST be domiciled in the United States and be a US CItizen. Proof of their US Status would be required. Therefore, they are supposed to file a tax return EVERY YEAR, even if unemployed. If they did not, and do not have a valid explanation as to why, i would suggest you find another sponsor.

Yet, I was so fortunate to have spoken to Norma Jean! She was the first person I ever spoke to at the NVC and she spent a good 20 mins with me explaining the entire process. Even gave me tips on how to get a scan date as quickly as possible (calling in to approve the ds-261, gather my supporting documents, and pre-fill out the ds260, etc). I hope to get her again on the line to thank her.

Per their last discussion with the American Laywers Association, seems like they're still a mess but at least they confirmed photocopies of I-864 are acceptable at the interview and that new portal for certain locations is getting imlpemented this month. Wish UK was one of the pilot countries

Question 18. IV Interview Letters.

NVC further confirmed that, in these cases, original “wet ink” signatures are not required. NVC noted that they were in the process of updating appointment letters to reflect the new requirement. Have all appointment letters been updated at this time?

On October 6, 2016, State indicated that the pilot program for the improved Consular Electronic Application Center (CEAC) portal was expected to launch at six posts in April 2017 for immigrant visa processing. a. Is the CEAC pilot still on target for April 2017?

The sponsor needs to provide only the most recent year unless they selected the three most recent years on their I-864 form. If you believe additional returns may help you to establish your ability to maintain sufficient income, you can submit transcripts or photocopies of your Federal individual income tax returns for the three most recent years.
If you are using a joint sponsor, then the same applies. EACH sponsor including joint sponsors must submit the following documentation with their I-864:
- IRS tax transcript OR complete copy of the filed tax return including all relevant W2s and 1099s
- W-2s are especially important if filing status was married filing jointly for the tax year
- Second and third most recent tax years are optional
- If are using the income of persons in the household or dependents to qualify as a sponsor, they must also submit a separate Form I-864A, Contract Between Sponsor and Household Member, for each person whose income will be used to qualify

The NVC website reflects details regarding what you will need to submit. Both the financial forms/documents will need to be submitted concurrently with your civil documents.
I-864ez will be required along with the appropriate I-864s
Expand the section titled "Complete an Affidavit of Support form" to see details on what forms are relevant and who must complete them. The "Obtain Financial Evidence" section will show you what tax documents / financial evidence you must gather for your specific situation.
The "Collect Supporting Documents" segment also has a "Document Finder" dropdown - select the intending immigrant's country to confirm what civil documents will be required.

We are planning to get married around late August this year. We will get married in the USA. Once we have completed this process, ill return home and then apply for all the visa stuff.
I don't have any convictions, don't have any drug use, my girlfriend has a job that pays $20,800 however she has only recently started this job. I heard that you need to have 3 years worth of W-2. Right now we are exploring the option of a sponsor.I have read the visa costs in total $1500 with some variable costs, of course there is other costs involved for instance travel etc. But this shouldn't be a issue. When the time comes i should have a few thousand saved up.

Regarding financial requirements which won't be required until you reach the NVC stage after your I-130 is approved, her income cutting it pretty close to the 125% of poverty limits (see https://www.uscis.gov/system/files_force/files/form/i-864p.pdf). It's $20,300 for a household of 2 currently so you'll probably need a joint sponsor. You'll need photocopies of the latest taxes - either an IRS Tax Transcript (W2s required if filed jointly) OR a copy of the filed tax return along with all relevant W2s and 1099s. We just filed last September and included the following as Proof of bona fide marriage
- Evolution of Relationship letter
- I-94 travel records, (my) UK Marriage Visitor Visa, Boarding passes, passport stamps
- Travel itineraries with both our names
- Payment and receipts for wedding/engagement rings
- Payment for wedding arrangements
- Bank letter stating we've added each other as authorized users to our Credit card account(s)
- Bank letter confirming I've designated my husband as my savings account beneficiary with my account id and amounts available
- Proof we've added each other as beneficiaries to Life insurance/savings plan/401K/investment account/life insurance
- Photos of us over the course of our relationship (including wedding photos)
- Photos with friends and family
- Receipts of gifts sent to each other
- Scans of cards/gifts sent to each other via post
- Conversation logs (Skype, Google Hangouts, Whatsapp)
- Affidavits from friends/family (including wedding witnesses)

apparently you still need a court record from Morocco even if your police record is clean.
It is - I saw it and sent it to the NVC.
So we are trying to get the court report/casier judiciaire in the easiest way possible.
How the heck do I get other Moroccans to see this post?
You can start a thread and title it accordingly which other Moroccans can google
i guess some countries require more re more documentation than others. A lot of people have issues with their birth certificates and marriage certificates as well since specific versions are required for certain countries.
whole process is tedious and long but keep your head up, you're almost there! If you get a scan date in may, feel free to join the thread in my signature and fill out the form if you'd like to be added to the scan date to case complete spreadsheet. We're all waiting together and hoping it'll keep us updated on when case completes start coming through

If you initatiated a request for change in embassy, then that is essentially changing information in your case which is cause for a new scan date.
if I didn't understand correctly and you did not request a change in the interview location, then the submission of a second set of documents was also a cause for reseting your scan date.
You should never resend documents again and should only be providing information that they requested per an RfE or there is a more than likely chance that your scan date resets. More often than not, many individuals receive a checklist as well due to duplicate submissions.
if you want, you can call and speak to a supervisor to explain your situation. If you're lucky, they might help. You never know.

IV bill takes longer to process than the AOS bill and it depends on when the transaction is processed by NVC's system. Give it till Friday, then start spam calling NVC
I'm pretty sure it'll update by then.

Many discussions combine and/or confuse the police record and the court report in their directions. Can anyone give us a straight answer and a source?

Police records show if you have had any misconduct. These certificates usually reflect all police activity as related to the applicant including traffic violations, misdemeanors, home visits, etc. Police records are required from every country in which the applicant has lived for over a year after the age of 16.
Court records records are required if the applicant has ever been convicted of a crime.
Usually, these records can be sent via email but they would require valid proof of identification. In some countries, you may have to mail them photos as well.

My 2nd email which was the same as first. Someone reviewed it n submitted the docs that I had attached (birth n marriage cert) for proof that they are from Pakistan therefore our interview should also be in Pakistan.
Now that NVC received those 2 document again they generated a new scan date. But they already hav those in ny original packet from March.
This new scan date will put me a month behind. Now I am so confused which scan date to follow for my 11 week review period🙁
Can anyone help me if they had been in a similar situation.

NVC will reset the scan date if there are any new documents received or any information changed. Your scan date will be the date on which they have received all payments AND all required documentation (e.g., forms, civil documents, etc.). When they have received everything, the review timer starts.
In other words, if you sent in additional documentation or if your case information was updated, the new scan date would be your "Scan Date" and you would start your 11 week count from that date.

You should update your timeline. The process differs from consulate to consulate and I can't tell which embassy your interview will be given.

I included a table of contents (i went overboard and overloaded) with colored tabs detailing out each section (e.g., Section 1 for forms and required documents, section 2 for financial ties, section 3 for evidence of relationship) and subsection.
I then dumped everything in a folder that closes with taped a sheet with our names/ role (petitioner, beneficiary) and dates of birth on the front of the folder just in case.
As for evidence, what the others above said. Photos, time together, common bills, leases, etc. are all strong support of a bona fide marriage. Joint accounts, establishing each other as authorized users on your credit card account, adding each other as life insurance/savings account/retirement account beneficiaries are other easy ways to establish financial ties without too much hassle.

Unless your husband is residing in the United States, you should not be filing for adjustment of status. Instead, you should have filed Direct Consular Filing (if available in your country), or you should have indicated which country he will be applying for the visa from per Question 22 of the I-130
There was a lot of confusion about this question in the past since it almost seems as if both response lines fall under Adjustment of Status but according to what I've read, if your husband is overseas, the overseas consulate location should have been entered on the right hand side. A lot of times when people have left it blank or entered US locations on either side of this question, they received notifications regarding adjustment of status.
I would suggest you call the USCIS and make sure that they are still processing your application as an IR1/CR1. There's a chance they might have simply sent you the wrong letter.
