Just wanted to update everyone on our situation:
I heard back from my incredible congresswoman's office- she told me she had spoken with a USCIS liason and that our case had been *officially* sent to the NVC as of August 19th, and that the liason had absolutely no idea why the delay occurred. Based on the office's choice of words in the email, I believe my petition has likely been flagged for expedited processing, and the congressional office will be personally following up with the NVC on Friday to make sure it has arrived safely.
I am so relieved, but I will be even more relieved when the application has finally been received. I am still confused about the USCIS telling me the petition was sent on July 1st.. unless, as I said before, that was only the electronic version of the case.
Literally the only thing I can figure is that our case was stuck in someone's drawer or behind a filing cabinet, and I am sure I'm not the only one.
I'm sending my thoughts and prayers to all of you still in this fight- and to anyone in a similar situation who has not posted here- GET IN TOUCH WITH YOUR SENATOR OR REPRESENTATIVE. They are the only people the USCIS/NVC will actually give straight answers to.
Stay strong, my friends. Will continue to keep you all updated.

Ours went off without a hitch, and I am so happy to report, Kev is home with me tonight, at long last. It's been a long journey, and there's still so much more to go, but now.. we can face it all together <3

I've also got some good news!! Just got this email yesterday from the NVC research team:
Dear Sir/Madam:
We recently received your visa petition. We will send NVC processing instructions within 4 to 5 weeks. Please resubmit your inquiry if you have not received any information after 5 weeks.
WOOHOO!! I'm not sure about the NVC processing instructions thing, maybe that's when my fiance will get his packet in England? It's driving me crazy that we can't call and see if the case number has been assigned! SQUEEEEEEEEEEEE! It's been a long time coming! But.. I am still keeping my guard up. I'm not accepting this as truth until we have a case number in our hands, lol Let's keep the good vibes rolling, guys!!

Yeahh seems like people have this random tendency to drop into these threads and post stock responses without really reading about the situation first. xD
I really appreciate you and Teddy's attempts to thoroughly understand our situation and try to offer us some advice. We will look into the ESTA again like you suggested, but also give the B2 a try again as well. We haven't really got anything to lose at this point, cept ~£100 for another interview, hah. It's worth it. :-) But we'll put our work into preparing first this time!

The main reason we wanted to spend so much time in the US together is so that I can get my first job (after graduating college), and so that we can take major tour of the States. We were just planning on having him hang out, exploring the city we live in, and being a house husband while I worked. He can afford it because he makes £400 a day right now in his contracting job and has been saving up a gigantic nest egg just so we can be comfortable on this trip. We honestly just thought 3 months wouldn't be enough for both me to have a job and for us to have a huge road trip.
Even if you don't intend this, I'm really glad you're asking these questions because I think it's really helping me to organize our case details better so we can be much better prepared for the next interview. :-) So thank you for that!

Maybe he should wait 6 months and try apply for ESTA to see if he could use VWP again.
