  2. Because "some" foreigners have prior US visits (students, temporary workers, Visa-waiver visitors etc where crimes were committed on US soil ) and possible histories --- all foreigners have to go through it.

    The NVC has a mandatory check.

    Those two are US based checks - to ensure that you've never committed a crime on their soil and on US territories.

    The police certificate ensures that you're of good moral character in YOUR country as well.

    Thanks for clearing that up gabeRao! I was under the impression that it was checks on petitioner at USCIS and checks on beneficiary at NVC...

I don't know all the red flag reasons, but most of the ones we hear about are "high fraud countries" - ie a disproportionate number of applicants are in fake relationships, designed only to get green cards. Petitioners from those countries get scrutinized more carefully, require more proof of a bonafide relationship, and are almost never issued visitor visas, especially while an I-130 is being processed.
