Did she not apply for an EAD or Advance Parole?
I can't see how the "USCIS GC production unit" would be that backed up, many people have been getting approved and getting their green card in about a week recently, myself included. Sounds like the IO at the infopass appointment was spreading FUD.

Yes, they are. I am assuming you either did not receive the EAD/AP yet or did not receive it yet. You can get an I-551 stamp in your passport at the InfoPass appointment. I gives the holder temporary status. The first officer gave us one for only 6 moths and the second officer gave us one for 9 months. I am assuming that you can use it for the diver's license but you will probably need a pretty savvy DMV employee as when we went through LAX on the 551 we were sent to secondary inspection and had to speak to 3 different CBP officers. You'll need the I-693 once you're in the US and want to become a permanent resident. He's talking about that.
My fianceé went with Dr. Roa in Bogotá. He gave vaccination records in English so that we could use them in the US. This was helpful.
My fianceé had some vaccination records but she only had shots for things that were not relevant, like Yellow Fever.
She got all the shots at Dr. Roa's office after speaking with the doctors. All those shots costed about 350mil. This was a number of months ago.
It was expensive this way but it seemed to help facilitate other parts of the process.

Hire a lawyer to take care of business in Colombia from the USA. Lawyers there are cheap. You'll probably spend less than you did running around for AP and buying plane tickets. Sounds like a pretty straightforward issue to take care of, not sure why you think buying a plane ticket and all of this is the best way?

There is no "Packet 4" for the Bogota embassy. Packet 3 gets sent by email, as far as I know. It's a long list of instructions for the forms you need to fill out and what you need to take to the interview.

So if the immigration system were faster, there would be more fraud? I don't think the depth of investigation should decrease with a faster immigration system, and doesn't seem like there is anything that intrinsically lowers fraud just by making people wait longer.

The best motivator is necessity. Let her come and see what it's like, she'll realize that she needs to do it. A couple weeks Driver's Education should cost a few hundred bucks and be sufficient.

Here's a pic if anyone is curious and/or it has useful information on it. The "travel document" (sealed folder) comes with the passport stapled to it via DHL.
At the port of entry, the immigration agent gave us the papers back to search through because he couldn't find the I-134, Affidavit of Support. It wasn't there -- so it doesn't actually include everything, but apparently an arbitrary selection of papers made by the embassy. The immigration agents were friendly and didn't seem too concerned, also said it would not cause us any issues in AOS etc. I'd suggest to anyone doing this might want to have their fiancé(e) carry extra copies of the petition and/or supporting documents for the interview -- just in case their selected border agent is not in a good mood.
Also if anyone is interested on DHL shipping times in Colombia and is working on a tight timeline like we were:
August 08, 2013, early morning - visa approved at embassy.
August 14th, 2013, 3:00PM - received notification of the DHL Waybill number [checked http://colombia.usvisa-info.com/ multiple times per day, it did not show up until this time].
August 15th, 2013, 9:00AM - shipment arrived in Cali.
Total time from start to visa in hands was 7 months.
