Sorry for the delay, but brief update:
She was admitted on deferred inspection.
Many calls to multiple agencies all saying to call the other agencies - we will just go to the meeting in August with copies of all the paper work we can. The most help we got at the end was from CBP saying that paper is cheap, just bring a copy of everything, but they can't say what they will need, and they will be requesting documentation from the other agencies in the meantime.
In the mean time she is here and better to be going through it together than separate.
Will update as we have more.

Long story short with more detail to come after we've spent some quality time~
She was given a 1 month parole visa and passport was surrendered. We have until this time to get the appropriate paper work gathered and submitted. They said lost/stolen/damaged/etc happens fairly frequently overall - it's still better to do it the 'right' way but they do have a contingency plan. Don't rely on it, but it's there.
Thanks to everyone for the support, and we definitely took a chance but it paid off - as I get the details of what needs to be gathered and submitted I will add to the post.

She is en route to LAX. Embassy, uscis, and cbp seem positive she will be able to at least enter on a parole status but until she's through nothing is definite. Berlin officials were being very helpful but until she gets there we will not know. Will up date with status when we find out

FIancee arrived at airport and had her bag stolen containing the sealed packet. She still has passport with visa inside. She is reporting to police now but flight is soon. Can she travel and have packet replaced/confirmed when state side? This is time sensitive so if you have advice or help or contact of some one who can please let us know

So went to our deferred inspection and was admitted on her K-1 finally - 90 days starting now.
When we went in they had a list of things that they were going to require and were going to give us a continuation on the probation to acquire them, but apparently 'bring everything' was good advice, as we were informed we had everything that was needed, then they stamped her passport for K1 (1 of 1 eligible visits) and told her she has her 90 days and we can get married.
Ultimately it appears it was reaffirming the information for USCIS and we move forward with them as far as we can tell with the standard AOS -> Citizenship path after we get married.
Embassy was done with us completely since she had already arrived in the states and she had been issued her visa. Of note that the officer seemed to be pleased about was we had acquired a 'new original' of her medical records from Poland and a copy of the police record (saying she wasn't a criminal), so anyone in a similar situation do try to reacquire those. They also had wanted the sponsor passport/birth certificate and g-325's and the evidence of ongoing relationship (helped that we were both present as well I assume.
Now on to the fun and important stuff in the process!
