If he wants to study here, he can go thru the process for student visa but it is not a immigrant visa so he wouldn't be moving here

A student visa is a non- immigrant visa, meaning he can't get one with the intent of staying afterwards. That's fraud.
His uncle can't do anything for him. There is not a "nephew visa". His uncle could petition for your friend's parent, and then his parent petition for him once he has a green card, but that could take decades.
Sounds like he needs an H1 B visa or a diversity lottery one.
