Unfortunately  the visa is issued at the discretion of the officer.  They can make up what ever rules they want and there is no "civil right" to get a visa.

Saw your post. Read our horrible story. You should file a formal complaint about this embassy or the problem will never change. It is not true that they can say whatever they want. There are specific rules as to the way they are to treat interviewees, and harassment is NOT one of them. If you are not willing to complain formally, then the problem continues.
