What your husband can do is see if he can counter sue for her not paying and not providing financial assistance for her daughter while she is in his care. Also, if you have information in writing that she says that she wont sign for child to stay if he does not increase the child support, then he can have this as been blackmail.

Make a list of the expenses for her care, such as purchase of clothing, hospital payment (she has no insurance), child care if any. Any other thing. People will say this is his responsibility and that is correct, but this way a judge could say that he has been paying for all and she has not even once ask if anything is needed.
