It is almost 18 months since you got NOA1. In USCIS website, it says Vermont average processing time for F2A is 16.5 months. I think you can file a Service request to USCIS.

Dont worry about the AP. It is very common for the men of this ages. I was also in AP before i was issued an immigrant visa. It takes generally 1-3 months. i got after 1.5 months.

I know how u feel!! but nothing in ur hand.
