  1. I received IV invoice May 15, system went down. So, until now, it still says "PAY NOW" but no amount indicted. I did pay by mail and got cleared May 28. Got checklisted for DS260 for both my parents applications. If they can manually bypass to generate the IV invoice, then, they can manually fix so it'll appear on the website as "PAID."

    Just to share an observation: those with PDs of 2013 & 2014, I've seen a lot of them able to pay IV online and access DS260 although a lot of you had to wait for a month, two months or so. That's why it helps if people put in their timeline so we can keep track. PS of 2013 & 2014 that I have seen in this thread got their approvals between March-May 2015. It does appear that a lot of cases had been approved within those months and NVC is being flooded with approved cases. I do not know if NVC is giving priority to those of us who had been waiting for so long. K1 visas are an exception because theirs goes to the embassy, just make short stay with NVC. My PD is March 2015 for both parents so I guess I should not complain as much but it is unfair for a lot who had been waiting for so long. It just sucks that the system went down. It is not acceptable that I also I have to wait for weeks to pay my fees even if my PD is just recent. I have thought that NVC is just trying to slow down things because they are getting too much of a workload. I do not know how the prioritize cases: by PDs, when it was received by NVC,etc. I've called NVC to put in tickets for my parents cases so I can access their DS260. I got checklisted for both a month after NVC cashed their IV fees. But, at least, their packages had been reviewed and I do not need to send in further documents. I just hope that by Monday, everything will be fully operational like what they posted on their website.

  2. I paid iv fee by mailed but it wouldnt update as paid. I decided to pay only again on Monday (june 29) and was able to fill out DS260 on wednesday but just finished and submitted on thursday (july 2) around 4pm.

    Will you be getting a refund? You already paid $650 by mail. I just hope that the system took the DS260 applications for your parents. The system was offline at 330 pm. I read the bulletin posted. They will not be able to update or make any changes once the system goes offline.

  3. Just a share: I called NVC June 26 to follow up on things. I sent my AOS and IV packages for my parents on May 7, received May 8. IV fee paid by mail, cleared May 28. Both AOS and IV packages had been reviewed, rep said they are just waiting for the DS260. Exactly one month after the IV fees were cleared, I get a "checklist" for the DS260. I kind of expected that since the website has been down for almost two months now. I am just happy to know that the packages I sent had been reviewed and I am not missing any documents. Thank you, VJ family, for all the help.

  4. I am applying for my parents, can someone please help in answering some questions:

    1.) Do I have to send passport size photographs for them??

    2.) In the Family Name section for mother, do I put her current last name or her maiden name before marriage??

    3.) And I have heard that for the mother's petition; I only have to attach copy of my birth certificate showing her name. But, for father's petition, I have to attach an additional document (my parent's marriage certificate) proving they were married before my birth. Is that correct?

    At the USCIS stage, you do not need the photographs yet.

    For your mother, you need to submit your birth certificate.

    For your father, you need to submit your birth certificate and your mom and dad's marriage certificate.

  5. I sent the IV Fees for my parents May 21, received May 22. Payment cleared May 28 per NVC representative via phone call. Received email June 7 from NVC regarding fees and instructions to fill out DS 260 online. Up to now, portal still says PAY NOW for both cases. Called NVC technical support June 15 to make them aware that I am still unable to fill up DS260 online. Representative took both my parents' case numbers and put them on a spread sheet. I was told that they are working on all cases individually. He told me that by June 19, I will be able to access the IV applications online. So, I asked him what if it is not fixed, do I have to call back? He said yes but representative insisted that by Friday both my parents' cases will be unlocked for the DS260 online. I just called earlier to follow up. Representative told me that he will take the case numbers and put them on the spread sheet. I told him that I called Monday and its been put down on the spread sheet. So, I asked when should I expect results. He said 10 days from when the petitions had been put in the spread sheet. So, I will check to see if I will be able to access DS260 on June 19. I will keep logging in everyday like I always do until the June 26 (the 10th day). If I am still unable to access, I will have to give them another call to follow up. My parents' petitions had been stuck in NVC for almost 2 months now. I know, some are more than that. I guess we will just have to wait until the website is fixed. I am glad that I sent out the IV fees by mail or else I will still be waiting for the website to pay online. I am just sharing where I am right now with the process. Hope it helps.

Fill out the I130 form, send the payment of $420 with the following documents: copy of your naturalization certificate, copy of your unexpired passort, your birth certificate and your mom's birth certificate. You do not have to file the AOS at this time. Once your petition gets approved by the USCIS, it will be sent to NVC. This is the time when you have to fill out the AOS. You will have to wait until the NVC sends you a welcome packet that has the case number and invoice number you will be needing for payments and forms later on. Once you send your I130 packet, you can start gathering financial documents for the next stage: IRS tax transcript (I sent the last 3 years), employment letter would be good as well same as 6 months worth of pay stubs. If your income meets the poverty guideline, then you will fine. But if it falls below the poverty guideline, then, you have to find a co-sponsor. Your husband or another relative who is willing to be one. You can check the poverty guideline at the uscis website or you can google it. For now, refer to the uscis website for instructions.   7. Hi! I am glad somebody started a thread for parents immigration journey. I sent my parent's I130 2/18/19. My dad's PD is 2/24/15 and my mom's PD is 2/23/15. Both cases were routed to the Nebraska service Center. I have already conditioned my mind that this process will take about 5 months for approval. But to my surprise, both cases were approved by USCIS on 3/30/15. I received email confirmation 3/31/15 around 0600. Their cases are now in NVC at this time. We are all stuck in this stage pretty much:K1,CR1, etc. Case # and Invoice # assigned 4/23/15, received NVC Welcome Letter 4/27/15. Signed in to the CEAC website and assigned Choice of Agent. I also paid the AOS fee the same day. I sent both the AOS and IV package 5/8/15. 5/12/15, I called NVC to assign Choice of Agent by phone since it has been 3 weeks since I paid the AOS fee. I also tole representative that my IV fee hasn't been invoiced (May has been the month that a lot of people are unable to log in to pay anything). 5/13/15 I received an email regarding my IV fee being invoiced. Then, 5/15/15, I received an email that NVC has already received both AOS and IV package for my parents. I waited almost a week to see if I can pay online but unsuccessful. I went ahead and sent my IV fee with the invoice 5/21/15. It was received 5/28/15. Received the email confirmation 6/7/15. Until now, it still says PAY NOW.

    I have already called NVC twice this month: 6/4/15 I asked NVC representative about the IV payment, told me that it was cleared 5/28/15. I was told to just keep logging in to check if I can access DS260. He also told me that the website will be fixed by June 13. He said that if by June 15 I am still unable to log in, I have to call 602-334-0888 for technical support to unlock both cases. I could not wait for June 13 or June 15 so I called the number given to me. The first two calls I made didn't go though. It just ended as soon as it was dialed. I was like "Is this some kind of a joke? I can't even get through!" The third time I dialed the number, I waiter for about 20 minutes. When I spoke with an agent, she got both case numbers and will send it tickets for both to a tech support to fix the problem. So, here I am still waiting. I want to complain about how slow it has been at this stage. But then, I have read a lot of posts here that had been waiting for months. I feel sorry for them that they had to wait too long. I am still thankful that I am just now waiting for the DS 260 form.

    I know everybody wants to be with their loved ones, I do too! I had been away from my parents for a decade now. I miss them a lot, I still have siblings at home but all grown up now. My parents are just enjoying their precious time taking care of their first grandchild who is about to turn 3 in July. That is what's keeping them busy while we wait. I am hoping to be able to bring them here by September or October. I have a feeling that their interview will not be until either end of August or September.

    Hope that the website will be up and running June 13 as told.

  8. I just got off the phone with a very nice representative from NVC. He told me that the site will be up and running on June 13. I called to ask if the immigration

    Fees I sent for my parents had been cleared. Glad to hear that it has been cleared. I paid by mail May 21. Anyway, I am still unable to open the DS260 application online. He said some are able to, some not. But he told me to just keep on logging everyday anyway. I will do that, I always do! So, on June 13, I will see if I am able to open DS260. If I am still having difficulty, June 15, I can call a number and these people will help me go about my DS260.

    Just to give you all an update about the system if you haven't called lately. June 13 is the day to remember for all of us who are still unable to access stuff. Hope this news brightens up your day. ;)

  9. It's been down for almost a month now. Luckily, I was able assign an agent and pay the AOS fee. I have mailed my IV fee to NVC. It may take a few days to be updated in their system and may delay my case completion but at least something is moving. I have sent the AOS package and IV package too. I have read here in one of the post somewhere that NVC said the website will be up and running by mid next week. I hope they are right about it. There a re lot of members here having the same problem.

  10. Yes, 2 separate AOS for parents. That's what I did for my mom and dad. If your husband's income alone will meet the poverty guidelines, then he can petition his parents without having you as a joint sponsor. What I did was send my tax transcripts for 2012-2013, used my 1040 for my 2014 tax since I filed by paper and won't be able to obtain tax transcript until June. I also sent my W2s for tax years 2012-2014 to show them how much I earn annually since we are filing our taxes together. I sent 6 months worth of pay stub, sent an employment letter as well. Pay stubs and employment letter are optional but I went ahead and sent them anyway to give them an idea that I have a steady source of income.

  11. I just sent my IV payments today via USPS. I don't think the payment portal will be fixed anytime soon. When I checked the website, it says that if you are unable to pay IV fee, unable to fill out DS260/DS261 online and have an emergency need, to contact the embassy where you will be interviewed for further instructions. I wonder what instructions they will give. This is where the forms should come in handy: DS3032 Choice of Agent and DS230 IV form. If we can't do anything online, at least, give us an option to do something by paper. This may cause delay but hey, we are able to send documents to them even if the system is down. I know, they prefer for us to pay online but look at what's happening now. Some here had been waiting for weeks or months now to be able to log in to pay or choose an agent or fill out forms online. I know, it is very convenient to have everything online, makes work easier for them. But, stressful to us petitioners/applicants when the system is down.
