A B2 Tourist Visa for a Thai GF

Hello - I am a site newbie. I realize that there is most likely a lot of info on this topic that I can find via search and I have started to do so. I also see that there are specialty groups and that is probably where I should be doing future posting.

as my starting point - My/our situation.

I live most of the year in Thailand and have not left the Kingdom since September 2019. At the same time I am a legal resident of the state of IL in the US. I have a medical reason to return to the US for treatment. This need is not imminent and my plan is to travel Summer of 2021. Yes, medical treatment in Thailand is very good, but for insurance coverage and doctor continuous reasons, I would prefer to undergo this particular medical treatment in the US. My Thai partner (GF, best friend, whatever you prefer) wants to accompany me to the US in order to keep an eye on my ornery (removed) while I recover from the treatment. We have lived together for the last 3 years.

I am investigating what it would take to get her a Tourist Visa (B2). She is 45, owns a condo and a small farm, a car, 2 motorbikes, operates a small business, and has the requisite 200K THB in the bank. She has also had a short term visa to Norway that was executed without incident. My understanding is that the prior visa along with the proof of return reasons make her a very good candidate to be approved for a B2 on her own merit.

I am looking for any tips on how to pursue this to best ensure the probability that the visa will be granted.

Thank you,

CF

Has anyone noticed that with each passing week, the estimated NOA-2 moves almost by the same amount? For example, last week our estimated NOA-2 date moved from November 16 to November 21. With 7 passing days, the NOA-2 date moved 5 days so we really only got 2 days closer to the NOA-2 date and there is a potential big margin of error with this number. Assuming this continues, not only will they miss the 7 months upper range, it will be missed by a long shot. It seems that soon everyone will be missing their NOA-2 date. Although we can call and inquire after they miss the upper range, my understanding is they provide a standard response. Did anyone have experience about contacting USCIS and what you told? Did you see your NOA-2 come shortly afterwards you contacted them?

Public Charge. Is using the ACA a visa stopper??

I have read this but still a bit confused on if it is a strong negative or a deal breaker if the sponsor for a k1 visa has been enrolled in the ACA over 12 of last 36 months.

Does it matter if that included some supplemental payment by the ACA?

Also I am not employed but have some income and easily have the needed assets?

Hopefully NOA2 will arrive any day. But now i worry about the I-134.

So I would like to bring my wife to the United States. I am a few months left on my bachelor's degree to finish and then I am going straight into the master's program at my school. So by the end of next year I will start applying for the PhD program at different schools

My question is I know that most major universities that most students in a PHD programs are full-time and that by not having a job they usually get a stipend and or a teaching position while completing their course load. Would be 15 to $30,000 that most schools give out as stipends for classes housing food and whatnot allow me to bring my wife to the United States through this Visa?

Probably about two years in the future but it would be nice to prepare and find out for sure. I can't really find specific information that tells me whether or not this is feasible because I know in one place it said if you're getting like government disability or something along those lines that it disqualifies you from being the sponsor
