SOMEONE POSTED HERE IN VJ THAT DURING THE CFO SEMINAR THEY WILL GOING TO ASK PARENT'S CONSENT AND TO BE NOTARIZE I THINK, FOR THOSE AGES 24 AND BELOW. no , u wont need it, as far as i know based on my experience when i attend seminar in cfo i met some filipina who are same at your age and they did not ask them about parent consent, just bring valid id, your bcand also bring pics of u and your fiance cuz some consule in cfo ask for it, and if your hubby is divorce bring copy of his divorce paper. thats the important thing to bring. hope it will help this to u. dont worry its just so easy...... good luck

If you really wanted to be sure why not bring a Notarized Parent's Consent with you so "just in case" they will ask for it you are ready to provide one to them.

A parental consent is only needed or required by the CFO if you are 18 to 21 years old, ergo, you will do just fine without it since you will be 23 when you take the seminar. Goodluck!!

During my cfo seminar they asked me about my parent's consent even if im turning 24 this year but due to i have a visa already so they have no choice :lol: If i we're you i will only go to cfo if i have a visa already because they have no choice. Good luck :)

You can still go attend a CFO seminar even you don't have visa yet. Parents consent is needed for ages 24 and below for securing a marriage license, but not in attending the CFO seminar.

During my cfo seminar they asked me about my parent's consent even if im turning 24 this year but due to i have a visa already so they have no choice :lol:If i we're you i will only go to cfo if i have a visa already because they have no choice. Good luck :)

Actually, parental consent is needed for ages 18 to 21 while Parental advice is needed for ages 22 to 24.

Ok, we have a CFO horror story. Dont go to PRISM.

Gretchen is 22 in a few weeks. we went to PRISM on taft st and once there, Gretchen was interrogated to tears on our relationship, her coming to USA. A woman counselor there didnt bother to give her any seminar. She demanded copy of my passport ( US citizen), copy of my birth certificate, certified divorce decree and copy of my mothers birth certificate ( yes my MOTHER"S, not Gretchens mother). Im 44 years old. She didnt believe my mother shared my last name, though it was clearly written on my birth certificate.

She also asked for letter from Gretchens parents for consent. Of course we had that. Then this woman wanted photo ID's from gretchen's father and uncle to valid the letter. They are in Davao.

We also had to get a notarized self affidavit for Gretchen stating Gretchen was willing to come to the USA and marry me. The notary that was next door had never heard of such a document and spent an hour drafting it.

The woman also demanded to see my plane tickets and boarding passes as she didnt believe i had been to the phils before, even though i had the stamps in my passport.

After 5 hours of this and Gretchen in tears for most of it, we finally got our certificate. I know of another 2 couples that were 27 years old and they didnt get their certificate because the US citizen didnt bring his passport, and the other was refused because they wouldnt accept her NBI clearance as a second picture ID, even though they accepted it for others.

RUN from PRISM. I wrote a letter to the embassy on how this woman can demand all these things from me the USA citizen and keep the copies of my personal identification. To date they have not responded. Our friends went to a different CFO the next day and got the certificate, after being denied at PRISM.

The other CFO was shocked at what PRISM was asking for and said they were clearly out of line. Be very careful with this. Though they have to give you the certificate after the seminar, they get around it by not giving you the seminar because of your papers not being in order etc.

I was ready to b*tch slap this woman there, but i was not allowed in the building. So i stood at the door step for 5 hours waiting.

We had our US embassy interview on March 11, and did the CFO on March 12th, very recent. Go to ST. Mary's for the CFO , or do it in cebu etc. You take your chances with PRISM. I saw more than a few get turned away and refused for document demands not listed on the website.

we took everything we had at the US embassy interview and it was good we did. But i was not giving them my mother's birth certificate even if i had it. Im still pissed about hte whole thing. I wonder if writing my congressman will get a better response.

Sorry to hear about you and your fiancee's horrible experience with the PRISM. I had my CFO in Cebu and I encountered no problem, of course I was already 38 years old at that time so there was no question as to my capacity to contract into marriage with a USC.

I don't think writing your Congressman will change things. For one, it is the policy and we can't do much but follow the same. On top of it, the PRISM is an agency of the Philippine government and not under the jurisdiction of the US Congress. Just like we have to follow the additional procedures in the K1 process in the US Embassy in Manila ( calling to get an itnerview schedule/document verification ) It is annoying and frustrating but as they say " when you are in Rome...." we can't really do much but submit whatever they need to obtain a certificate.

My then fiance, was very reluctant to submit his W-2 to the US Embassy in Manila, but I told him if he wanted me to pass the itnerview we better give what they wanted.

At least your K1 journey is over. And your story is a good warning for those who have not yet taken their CFO seminar.

Just like we have to follow the additional procedures in the K1 process in the US Embassy in Manila ( calling to get an itnerview schedule/document verification ) It is annoying and frustrating but as they say " when you are in Rome...." we can't really do much but submit whatever they need to obtain a certificate.

My then fiance, was very reluctant to submit his W-2 to the US Embassy in Manila, but I told him if he wanted me to pass the interview we better give what they wanted.

While the CFO is a agency of the philippine government, it has no rights on me as a US citizen other than to ask to see my divorce decree. The jurisdiction is on Gretchen who is a Philippine citizen. The US embassy can require all my docs and i trust my documents with them, including my tax info. The US embassy IS the US government in Manila, But PRISM has no jurisdiction over me and my passport or my mothers birth certificate. They are a COUNSELING organization NOT the US Embassy. The US had already interrogated us and done a background check on me and my fiancee. They also investigated our relationship, looked at all our proofs and approved us. It is not the CFO's job to investigate our relationship, the US embassy has already done that and given their approval. Its their job to counsel and give advice. the CFO overstepped their bounds investigating me and my personal documents and keeping copies of them, especially in this day and age of identity theft. The CFO should be concerned with Gretchen and her adjustments to the USA culture. it is not their place to ask for proof i met Gretchen before and ask to see boarding passes and airline tickets from a year ago. And to have Gretchen in tears for 5 hours is no way to run a counseling organization on abuse and culture shock, other than to prove they know what abuse is since they give it so freely to the ladies who show up there for a seminar.

The issue is, if they wanted those documents and you didnt submit them, they have the right not to release the certificate and you can't do anything about it, even if you are a US Citizen. . . your citizenship doesn't give you immunity from following the procedures laid down by an agency of the Philippine government. If they want to interrogate more about the relationship that is their duty, that is the very reason why that agency was being put up in the first place. During the seminar, they will show videos of Filipinas being abused by foreigner husbands , this is what they want to avoid so to investigate is just proper. They were harsh with your fiancee and it was not proper. . she was just unlucky that the lady who interrogated her was a "mean" one.

There are also a lot of frustrations in dealing with the US Embassy in Manila, but we can't do anything but follow the procedure. As I have cited, my then fiance was reluctant to submit some papers BUT he had no choice.

Just because the US has done a background check on you doens't mean that the Philippine government can't.

Just a thought.
