does anyone know if there are requirements regarding place of residence for the US citizen sponsor or the fiance during the K1 process? is the fiance required to be in his/her home country (obviously for that's necessary for the interview, but at other times during the process can he/she be in another country)? can the US citizen apply from out of country?

As long as their domicile (home) is in USA they can, to the best of my knowledge. If your fiance is in your country - have you looked at DCF? Or maybe a K3? Good Luck

I'm the USC and currently living/working in Ho Chi Minh City, Vietnam. I met my fiancee this way. I returned to the US for the Christmas holiday last year (Dec 2005), and that is when I sent the I-129F petition in. I didn't have any problem getting through USCIS, and so far it hasn't seemed to red flag anything at the US Consulate in HCMC. I'm sure I will just have to prove I still maintain a domicile (which I do) in the United States.

Here is an answer to a FAQ of that nature from the US Consulate website in HCMC. You might check your own embassy/consulate website to double check.

"Can I file a petition for any kind of visa for my fiancée/wife when I am here in Vietnam?

The fiancé(e) petition cannot be filed with oversea offices. The only petition that you may be able to file while you are in the country is spousal petition for her (Petition for Alien Relative, Form I-130). This petition can be filed with local CIS offices (Citizenship & Immigration Services). To be eligible to file an I-130 application with our DHS office in Ho Chi Minh City, you must establish that Vietnam is your place of residence, and that you have continuously resided in the country for a period of not less than one year with no more than thirty days accumulated absence during any calendar year."
