Has anyone had to get a police report from the civil police in Brazil for their interview in another country?

My fiance is from Ecuador and she can't go back to get the report. The police won't accept a power of attorney for a freind to get the report for her. They first told us that they would accept it, now they are saying they can't because she isn't there to give her fingerprints....and they won't even give a paper saying her request was denied.

Is it possible to get a report for the civil police (not federal) in Brazil without going there?

If not, what did you take to your interview with you to show sufficient evidence that you attempted to get the report but was denied?

Thank you guys so much for any suggestions or comments on this....we are getting really scared she will be denied because she doesn't have this one report.

(fyi, she has been trying to get it from the Sao Paulo police, she lived in Bauru in the state of Sao Paulo...they are refusing to give any documentation)

I don't recall being fingerprinted to get police certificates in Brazil. Could be 'cus I am brazilian and would already have my fingerprints 'cus of my ID.

Does she need the federal or state police report?

She needs the state report. She obtained the federal report while in Brazil. We were told at the time that is the only one that she would need. We learned after she had already returned to Ecuador that she also needs the state report.

We've been told that if she can show proof that she attempted to get it but was unable to obtain it, then it would be sufficient.

I'm hoping that someone out there has had to submit such proof so they can advise at all what kinds of documents they might accept for this.
