I've not heard "routed" but presume it is an interim or unofficial designation indicating the case is complete at NVC but not yet "loaded" or simply it means the same thing. "Loaded" means the case is complete at NVC and is now available for the Consulate staff to, in the case of K visas, order any additional name check if they feel it is needed. The next status is "Open" meaning the case file is received and the Consulate staff has begun the process of sending the instruction packet to the foreign fiance or spouse.

GUZ is notorious for using the DHL customs holding area for storage until they're ready to process more cases, so expect the time between "loaded" and "open" to be several weeks. There are rare exceptions. Mine was one of those but I have'nt a clue why.

Note, the terms "loaded" and "open" are official DOS designations, so they apply to all Consulates but the DHL Customs warehouse issue is unique to Guangzhou, as far as I know.

Did some research since your post on CFL

"LOADED" means consulate has the electronic file, but still is waiting for paper file to be "received".

"ROUTED" Means NVC has routed the case to the consulate.

Guangzhou takes up to 4 months to "RECEIVE" tha case from NVC, it first is hung up in customs, and then is put into storage until the consulate is ready to receive new cases.

Based on that, the "routed" status could last from seconds to days. I'm not sure if "routed" is simply the action taken at NVC that results in the electronic file being "loaded" nanoseconds later.

Your description of the customs issue is not quite accurate. The packages are held up in Customs because of a delaying procedure in providing some paperwork to get them released. The effect is the same though. They just sit on the not cleared customs side of the DHL warehouse instead of being released and delivered.
