Hi all we are still trying to gather documents needed for my fiancée to get her passport. We have her birth certificate from NSO, NBI clearance and baptismal certificate the problem is the ID. Eve just received her high school transcript, but they have the wrong month of birth on it (is that a problem?) she will also get her drivers license and use her postal ID, hopefully this will be enough to get her passport.

If she go to DFA, don't tell them she is being petitioned (as K-1) or they will be requiring her to attend the CFO Seminar first.

Per Republic Act 8239 and Department of Foreign Affairs (DFA) Order 28-94, Filipinos proceeding abroad as fiancé(e)s and spouses of foreign nationals are required to attend the CFO's guidance and counseling programs as a pre-requisite to the issuance of passports.

But if she still have the time she can attend the CFO Seminar (Guidance and Counseling) first, anyway she will also be needing this prior to her departure (for the CFO stamp on her passport when she gets her visa).

When I applied the first time for y passport, they only asked me for one ID (I showed them my PRC ID). NBI and the driver's license will suffice as ID.

Your advice confuses me... You are recommending that they disregard Republic Act 8239/DFA Order 28-94 by concealing the fact that she already is in the K-1 petition process, so that she can postpone going to a required guidance and conselling program?

What advantage does postponing this required program give that outways the potential issues of disregarding that rule?

I was just telling them that if they would want to get the passport with not much hassles especially if they have limited time to do it (before the medical and interview), that they should just say they will need the passport for "Travel" purposes and not because they are being petitioned. I was in the same situation before and they gave me a hell of a time because of that requirement. DFA hold my application and asked me to get the CFO Certificate first and that took a lot of of my time because I have to travel that far and had to go back again. DFA personel insisted and told me they will take care of it without me going to CFO for a "FEE". When I went back there again they gave me my passport without the CFO Certificate. It's also a "sort of red tape".

CFO seminar/counseling can be done after the visa approval and they have the option to do it after they receive the visa and just concentrate first on the interview preparations or do it now and get done with the first part of the CFO.

You dont have to tell them that you are being petitioned as k-1 just say that the purpose of passport is for travel abroad its not a big deal, you do need to attend a CFO seminar but you can have it few days before you leave. CFO seminar is not a big deal in getting passport but you will be in trouble boarding a plane if you dont have it.
