As an active Department of the Army employee with PCS orders and Active Duty military can call the USCIS Military Help Line at 877-CIS-4MIL (877-247-4645). DoD employees need to mention having PCS orders overseas; this is a recognized criterion for expedited processing.

Yes, they have a help line

but u still face uphill battle for the 18 year difference in ages / it will be up to him to prove the marriage and his feelings for u are bona fide

and that is hard for moroccan man to do

Moroc is on limited ban list so he will undergo extra security after the interview (if they think to approve him) especially when u want him to join u while u are military

I did K1 2009-denied

Married 2010 and CR 1 was denied in 2011 

finally approved IR 1 in 2015 and i had had to add him to my tax returns (ITIN) , deed to my house, bank account and a utility bill to get the visa

It will not be easy -even though married
