Refused isn't the same as denied. Just sounds like they're doing more checks. Nothing has changed, it's just a case of waiting.

The reason I asked this because I 601 approved then case status changed to Ready after 4monts then 5 weeks for ready and now Refused.

Yep, perfectly normal. Refused is another way of saying Admin Processing, so sounds like they're doing more checks.
