My family will be vacationing in the Philippines for 40 days and we will be entering with the balikbayan stamp as my wife is a duel citizen . Now my daughter wants to bring her boyfriend and not sure how he would extend his 30 visa. Will he have to get it before we fly or can he go to the BI while in the Pi to extend it. ( his flight would be the same as ours for 40 days )

If he is an American citizen, he can get the Tourist visa upon arrival and extend it at the BI while he's there. Just be aware he will need to show proof of an onward ticket leaving the Philippines before the initial 30 day visa expires to be admitted. He can buy a cheap ticket on Cebu Pacific to Malaysia or something and then cancel it.

They would accept a valid onward ticket for any date in the future.  Even a year out.

Any round trip ticket works too regardless of the return date.  The airline at check-in is the only place that ever checks, though the are strict about having one.

Extend it at the airport upon entry before going thru immigration is best way.   I understand now of days you can do your first extenion online as well after entry into Philippines

I have never had to show an onward ticket to extend at BI in Davao City.  I did 2 extension couple years ago on same trip.    I would think as an American traveling to Philipines as a boyfriend he already has a round trip ticket to come home.

You don’t need it to extend the tourist visa. BI can and often does ask to see either a return ticket or onward ticket upon initial entry to the Philippines, showing you are leaving before the 30 day expiration of the tourist visa stamp you get upon arrival. I was asked for this 2 out of the 3 times I entered the Philippines. Luckily I had a throwaway onward ticket showing my departure 28 days after my entry both times. I never had to show any ticket to extend my tourist visa at the BI office. Just twice upon initial entry

I have never been asked for a return ticket upon entry to Philippines, Been like 18 trips.  Used to get only 21 days stay with US passport, sometime about 10 years ago they extended it to 30 which is a much better time frame, 21 days would fly by.

 

They used to ask me "Business or pleasure" a few times getting my passport stamped for entry.  I always enter with round trip, but I fly delta now of days, so if I need to cancel a flight back to USA, they will give me a ecredit on my Delta Skymile account, I usually now of days fly Korean air from Dallas to Icheon, and then onto Manila.

Only time I extended I called BI in Davao City and asked if I could send my sister in law to extend, person I talked to said no problem.  Sent her next day and they said I needed to come in person, they did let her extend as a courtesy.  However they said if it was my wife doing the extenion it would be ok.

 

Later that month I had a lawyer write me letter saying I was too sick to travel and he notarized my signature, and then I gave it sister in law and they let her extend. You know how Philippines is you get something on official paper and you are good.

They must have something personal against you then.  I have honestly entered the Philippines something like 150 times over more than 2 decades and never once been asked for an onward ticket by BI.  Flying one way tickets or round trip tickets originating in the Philippines the airlines WILL check your onward ticket about 90% of the time and won't check you in without one.

Both times was right after re-opening the country after the Covid lockdown... I wonder if that had something to do with it?

That very well could be.  Everything was weird then.  I never entered between April 2020 and July 2023.
