No.  A person cannot enter the US as a visitor with the intent to stay and adjust status.  That is visa fraud.  She will receive an interview letter when her case reaches the front of the queue at NVC for her consulate.  Patience is the big key in US immigration.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

If she comes here with that intent, she will have to declare it to CBP at her PoE inspection and she will be denied entry. If she does not declare it, and just says something like "Tourism" and then files to adjust status, that is misrepresentation, which can cause her to be denied and get a ban on re-entry to the US. You do not want to go down that route. Besides, CBP would likely have knowledge of her approved I-130 that is pending consular processing and deny her entry anyway. My recommendation is to get this line of thought out of your mind and wait for the process at the embassy. Sometimes it can take up to a year or more for the interview to be scheduled. It all depends on the backlog at the embassy

Replied to your other post, but interviews are currently being scheduled for those DQ’ed in October 2022, so she’s still got a couple of years to go unless things speed up. https://travel.state.gov/content/travel/en/us-visas/visa-information-resources/iv-wait-times.html
 

As said above, your idea of her entering as a visitor and then trying to adjust status is immigration fraud and not possible, she just had to be patient and wait it out. Hopefully the backlog will reduce between now and then.
