NVC required to mail AOS and civil documents

My friend just received a Welcome letter from NVC asking him to snail mail all AOS and civil documents. Why question is can we send the photocopy of birth certificate and translation to NVC and bring the certified or original to interview?"

Yes.  DO NOT send originals through the mail.  Send copies, and bring the originals to the interview.

Yes, that's exactly what he should do. The guidelines are very clear and will tell him what must be original and what must be copies.
