Heres a couple articles postulating that the slowdown at USCIS is actually a plot by the Republicans and the current Administration to prevent applicants from voting in the upcoming presidential elections.

I don't buy it. Hispanics are voting Republican in droves these days, and many of the Republican candidates are counting on the Hispanic vote. Nothing would lose this election faster for the Republicans than if it were to come out that they were blocking immigration efforts.

I think the problem is much simpler to identify: Incompetence. Emilio Gonzalez is a Bush appointee, and like many Bush appointees, seems to have no idea how to do his job. Congress *wants* to throw money at USCIS, but Gonzalez has turned it down. He does not believe there is a resource problem and has placed the blame fully on the FBI. (the FBI, meanwhile, are going "huh? We have an average 2-week turn-around!")

I'm not so sure about your first point, however, I'm not sure so I'm not saying you're wrong :P.

I had wondered myself what motivation Gonzalez had for refusing financial aid. It is a very compelling argument that maybe Gonzalez has an ulterior motive driven by politics rather than being thoroughly incompetent. He accepted there were issues, blamed the FBI but never suggested a resolution other than that people would have to stomach the delays. Why on earth would anyone refuse financial help when the service has faced the largest volume of petitions in their history and are still offering a p!$$ poor service despite the revenue increase in the latter part of the year?

I am still amazed that NVC, who handle every single immigrant visa petition, can turn them around in 2 to 4 weeks on average. There's summat wrong somewhere.

USCIS won't even begin to be fixed until President Obama appoints a competent Director. :D

In seriousness, nothing's going to happen at USCIS in this last year. Fixing immigration isn't a top priority for this administration so it's going to be cruise control until the next administration. We can only hope the next President makes USCIS a priority and urges congress to approve a budget that helps to make the changes that are so sorely needed. Although to be quite frank, USCIS is much lower on my list of personal wants. I'd rather see poverty, corporate welfare, the environment, and a few other issues take front row.

Agreed, these are priorities. My issue with this is that USCIS raised the fees by an average of 66% according to the Washington Post article. If they are to remain financially independent and therefore exempt from political accountability then throw the work out to private tender and make them accountable.

To be fair, NVC doesn't have near the amount of work to do on a file that USCIS does. NVC are basically a clearing house, whereas USCIS do actually put a lot of work into the individual file.

OK, but they still do name checks on the beneficiary and the FBI don't seem to be slowing them down much (in most cases anyway).

I totally agree with Mox. And I also agree that there are a lot of issues that are more important than the USCIS that need to take the front line. If you think about it, if we weren't going through this situation, would we give a darn about the immigration process?
