Question about passport photos for DS-156 (british embassy)

My partner is putting together his embassy forms, and we're a little unclear about form DS-156 (the electronic visa application form seen here: http://london.usembassy.gov/cons_new/visa/...electronic.html ) He has to fill it out online to generate a barcode on the completed application, then send it in with his other forms. There's a box that says:

DO NOT WRITE IN THIS SPACE

50mm X 50 mm

PHOTO

Staple or glue photo here.

Does *he* glue the photo there, or is that something the embassy does when they complete the forms at the interview? Thanks :)

The consul officer (or admin) will do that when the time comes. Bring your passport photos loose to the consulate.
