I think you'll have to be at least a resident of Sierra Leone.

I learned it's not unusual to wait for 2 years or more after DQ'd while waiting for interview date in Ghana, my case was DQ'd December 2022. I learned it is possible they are now sending out IL to DQ'd Nov 2021.
