I just realized I forgot to send an "Intent to Marry Statement" with my first packet! I did get the receipt back from California. I purchased a book at first to help fill all this out and on its checklist, it did not have the "intent to marry statement" I assumed writing the letter to Question 18 on the I-129f from would have been good enough.

Was that really bad? What can I do to help fix it?

I didn't submit one with my petition application either. It wasn't ever asked for. No RFE. I did prepare one for the consulate interview, but it was never asked for--possibly because I was there with Marlene at the interview. He did ask if she had an engagement ring and she showed it to him--perhaps that was a valid substitute. The DS-156K form asks for evidence of engagement--This is the first official place I ever saw anything that might require such a letter. I think there are other things that satisfy that requirement other than a letter.

I don't think it will even be asked for prior to the consular interview. Send one with all the other papers you will be sending for the interview.

You can't do anything right now. If they still want one, they'll sent you an RFE. You both need to write a letter of intend if that is requested, so have your fiance set one up to and sent to you, so you have it available when you do receive an RFE.
