Based on the NVC timeframes, they are creating cases received from USCIS by Sept 2nd: https://travel.state.gov/content/travel/en/us-visas/immigrate/nvc-timeframes.html

Current case creation time frame: As of 26-Sep-22, we are working on cases that were received from USCIS on 2-Sep-22.

 

And yes, you will be notified via email once NVC receives and creates your case. That email contains your Case Number and Invoice Number.
