Man admits recruiting illegal immigrants for Houston firm

2007 Houston Chronicle

An immigrant from El Salvador faces five years in prison after admitting to recruiting undocumented workers for a major pallet manufacturer with U.S. headquarters in Houston.

The arrest last April of Abelino Chicas was at the time part of the largest workplace immigration raid in national history, targeting IFCO Systems North America.

Chicas, 41, who was a systems manager for IFCO, pleaded guilty Monday in federal court in upstate New York on charges of aiding and abetting the transportation and harboring of illegal immigrants. At his sentencing in November, he could be sent to prison for five years and fined $250,000, defense lawyer Philip Hilder confirmed.

Hilder called his client's case a ''political prosecution," contending that last spring's raid of IFCO's 40 wooden pallet plants nationwide was part of a Bush administration effort to deflect criticism over sparse worksite immigration enforcement.

In April 2006, agents from U.S. Immigration and Custom Enforcement rounded up nearly 1,200 undocumented workers at IFCO plants. Agents also raided corporate offices in Houston and other cities, arresting Chicas and Houston corporate manager James Rice and five other IFCO managers.

Chicas is the seventh IFCO manager to plead guilty to either felony or misdemeanor charges. One manager awaits trial in Ohio.

ICE officials in Washington did not return calls. An agency press release said Chicas began in 1990 to supply illegal immigrants to pallet plants.

"Credibility in immigration policy can be summed up in one sentence: Those who should get in, get in; those who should be kept out, are kept out; and those who should not be here will be required to leave."

"...for the system to be credible, people actually have to be deported at the end of the process."

But when we turn to the Hebrew literature, we do not find such jokes about the donkey. Rather the animal is known for its strength and its loyalty to its master (Genesis 49:14; Numbers 22:30).

true, but it's a good start.

These companies SHOULD be prosecuted for benefitting from what's essentially slave labor.

And if there are no illegal jobs to be had, then the problem wouldn't be so rampant.

There's a looooooooooooong way to go, but it's a step in the right direction
