Question about traveling

Hello,

 

I was unsure about if this was the correct place to ask this question.

 

My wife just got her EAP nd her work visa and is currently waiting for her green card approval for well over a year. She is a Philippine National, but currently lives here in the states with me for well over a year now. We are travelling to Mexico in 2 weeks, but we just recently found out that Filipinos that are going to Mexico with a Filipino passport needs to apply for a tourist visa. We are only staying there for 4 days and 3 nights.

1. Does this still apply for those who are in process of waiting for their Permanent Residence Card?

2. Does she get a pass simply because she is flying from America into Mexico and not from the Philippines?

3. Does anyone have any experience in this?
