When is the J1 waiver proof required during consular processing?

Hi,

 

I'm currently doing consular processing under EB2-NIW category. The way I understand it, there are at least two steps in which I will need to/can submit documents

  1. After receiving the welcoming letter from NVC, on the CEAC website such that I become "Documentary Qualified", and
  2. At the interview time

 

I've previously obtained a J1 waiver based on "no objection" that I think I need to show somehow/somewhere. Do you happen to know in which of the steps above is the J1 waiver proof required (I-797C approval notice of I-612)?
