Nvc stage(nvc expidite)petitioner had stroke

Hi is anyone has experience about expidite 

my father had stroke few years ago we sent expedite but nvc denied, two weeks ago my father had stroke again and he went to hospital any bypass, we sent expedite again 

Our documents qualified and pd also current, 

I want to ask Wht we should do if nvc denied again

What type of visa is it for?  If there is no visa available yet per the visa bulletin, they cannot expedite it for any reason.

Visa is Available from last 1 yr pd is current 

and documents qualified also
