I130 “moves around”

Timeline

Hi, 


we filed our I-130 the 4/3-21, got notified it was processing at Nebraska and the copy we got in the mail also said Nebraska down in the left corner. 
3 weeks ago we asked a representative where our case was and he said Nebraska. Last week we asked and he said that it was at Texas Service Center and had been there since 4/3. Then today we popped in to ask (for fun I guess), and they said it was at Potomac Service Center and had been there since 4/3. 
we are so confused. Does anyone know why they move them so much? It seems like there is no consistency on where it is anymore. The processing times are also so different!
