I applied for I130 for my father in Egypt and it got approved and sent to the NVC, but then the USCIS sent me a letter asking for my Saudi Arabian birth certificate, since I was born there, even though I had already submitted my Egyptian birth certificate, because I m Egyptian.

I submitted the translated version along with a copy of the original one of my Saudi Arabia certificate and the I130 is now under active review. I haven't started the NVC process yet, since the USCIS changed their decision. My father's I130 has been in the USCIS for almost a year now and I don't know if i should go head and do the NVC step or i need to wait until they finalize the approval ? I still have the NVC email that I got before the USCIS asked me for more proof of relationship.
