Police Certificate???

My husband was living in Dubai but his visa expired for there in August and he came to live in Pakistan since then. He got his police certificate issued last september when we needed to upload to NVC but obviously now it’s no longer valid. My question is, his interview is on the 2nd of December so is a new police certificate for Dubai required to bring to the interview. It won’t let him apply again online since his visa expired for there and he has been in Pakistan since and has not gone back to Dubai

The embassy will still accept it: https://travel.state.gov/content/travel/en/us-visas/immigrate/the-immigrant-visa-process/step-5-collect-financial-evidence-and-other-supporting-documents/step-7-collect-civil-documents.html "Police certificates expire after one year, unless the certificate was issued from your country of previous residence and you have not returned there since the police certificate was issued."
