My NOA2 expires in February(one year mark). It doesn't seem like the Philippines embassy will be opening for quite some time for processing K-1 visa's. Messages to the US embassy just get automated responses. Is there a way that I can  ask for an extension past the one year mark?

It can be extended indefinitely.  They will do this automagically

YMMV

Seriously? Mine said valid from 11/27/19 until 3/26/20, but she did not get her notice until February.

They will extend it indefinitely?

Is this due to COVID or is it SOP?

SOP.  They extend in 4 month blocks, but there is no maximum number of times it can be done.

For peace of mind, you can email the consulate with a request so you can show that you tried to contact.

YMMV
